From April 2018, the six CCGs in south east London (Bexley, Bromley, Greenwich, Lambeth, Lewisham and Southwark) are building on their existing collaboration to commission services more efficiently and effectively for local people in each borough and across south east London. As such, NHS Bromley CCG is now part of the NHS South East London Commissioning Alliance.
Importantly, each CCG in south east London will remain the prime and sovereign body for commissioning primary, community, mental health and hospital services for residents in their boroughs. Our CCG, as a membership organisation of local general practices, continues to be led by our Governing Body, and is both locally focused and clinically led.
Within this new Alliance, the CCG has agreed to share a single Accountable Officer and single Chief Financial Officer with four other CCGs (Bexley, Greenwich, Lewisham and Southwark). From 1 April 2018 the Accountable Officer is Andrew Bland.
The role of single Chief Financial Officer is currently being recruited to and from 1st June 2018 until an individual is in post, the Director of Finance for Bromley CCG will operate as Chief Financial Officer for each of those organisations.
Our single Accountable Officer is supported by Dr Angela Bhan who is a dedicated Managing Director for the borough, responsible for the CCG’s local commissioning of services and the local team of CCG Directors.

Shared Executive Roles
As members of NHS South East London Commissioning Alliance, we have chosen to share some commissioning management resources. This means that in addition to our local borough based commissioning teams, the CCG will also be supported by some single teams that undertake functions once across the six CCGs. This will enable us to learn from areas of good practice to deliver more improvements together and make the best use ofour limited resources.
As part of the new Alliance, we welcome the following Directors to our senior management team:
Director of Integrated Contracts and Delivery - Sarah Cottingham
The Director of the Integrated Contracts and Delivery Team (ICDT) leads the team responsible for the south east London CCGs’ acute hospital services contracts, with a specific focus on the negotiation, monitoring and management of these contracts and the delivery of acute commissioning plans and performance standards, working closely with south east London’s three acute hospitals, Guy’s and St Thomas’ NHS Foundation Trust, King’s College Hospital NHS Foundation Trust and Lewisham and Greenwich NHS Trust.
Sarah is also the Deputy Accountable Officer to Andrew Bland for matters and responsibilities that are south east London wide or greater than one borough. Lambeth has different arrangements.
Sarah has worked in the NHS in south east London for over 25 years. During this time she has undertaken a variety of commissioning roles and has commissioned services from primary through to specialised services. Sarah is very committed to the NHS and to working with our local hospitals to secure the best possible care for south east London residents.
Director of Commissioning Operations - Christina Windle
The Director of Commissioning Operations (DCO) leads on a number of collaborative areas of commissioning and programmes of work. Christina will also be responsible for the coordination and support to governance and reporting at a south east London system level, ensuring a coordinated response to regulator requirements, and leading the procurement and performance management of commissioning support services and functions provided by the Commissioning Support Unit or other suppliers on behalf of the CCGs.
Christina joined south east London CCGs at the end of March 2018 but has worked within the NHS for a number of years supporting the delivery of major transformation and improvement programmes. Christina is passionate about the NHS and believes collaboration across organisational boundaries, with clinicians and the public can deliver positive and sustainable change.
Sustainability and Transformation Partnerhip (STP) Programme Director – Julie Lowe
The STP Programme Director is responsible for the design and delivery of the collection of strategic programmes which aim to achieve the vision outlined in the Our Healthier South East London strategy. Julie provides leadership and oversight of a number of programmes designed to deliver sustained improvements in a number of clinical and enabler areas, and works closely with CCG, local authority and provider organisations across south east London.
Julie has been an NHS manager for over 20 years working mostly in provider organisations, including 9 years as chief executive of acute Trusts. She is currently co-chairing a national review of graduate management training across the NHS in England.
Director of Financial Strategy - Tony Read
The Director of Financial Strategy leads on the development and implementation of the financial strategy and objectives for the south east London Sustainability and Transformation Partnership (STP). Working with a wide range of stakeholders, this role will formulate, lead and deliver the financial strategy underpinning the STP and its respective programmes.
Tony joined the south east London STP in April 2018. Prior to that he held a number of other senior finance and strategy roles in NHS organisations; most recently as Chief Financial Officer of NHS Lewisham CCG. Tony is a fellow of the Chartered Association of Certified Accountants and holds a MSc in healthcare commissioning.
